While Russia has maintained a presence in Libya since at least 2016, Collombier explains that its influence has solidified over time, shifting from indirect engagements to a more structured and strategic role.
She also critiques the European response to Russia’s growing role in Libya, describing it as “too late.” According to Collombier, while European policymakers are increasingly worried about Moscow’s rising influence, their reaction has been reactive rather than proactive, lacking a coherent and stable strategy. This delayed response, she argues, leaves Europe vulnerable as geopolitical rivalries in Libya intensify.
