She highlighted growing concerns among Libyans that the EU might attempt to encourage the “localization” of migrants in Libya—a prospect widely viewed as a threat to the country’s identity and security.

Prof. Collombier emphasized that while Libya serves as a key transit country for migrants heading to Europe, it also remains a destination for those seeking economic opportunities. During the Qaddafi era, Libya was an attractive job market. She noted that achieving political stability and improved security in Libya could significantly influence migratory flows.
