On 25 May 2025, Formiche published an article by Gabriele Marchionna, Associate Researcher at the Luiss Mediterranean Platform, on the growing role of green hydrogen diplomacy across the Mediterranean.

As Europe phases out Russian gas and advances its REPowerEU targets, Morocco and Egypt are positioning themselves as first movers in the global hydrogen economy. From Morocco’s HEVO-Sahara megaprojects to Egypt’s SCZone in Ain Sokhna, both countries are aligning export ambitions with industrial development—backed by major EU investments and infrastructure plans like the SoutH₂ Corridor.

Yet, concerns over water scarcity, land use, and energy justice remain. Marchionna highlights the need for local content rules, technology transfer, and inclusive governance to avoid replicating past asymmetries in a new hydrogen economy.

Green hydrogen, he argues, is the litmus test for a truly strategic and equitable euro-Mediterranean connectivity agenda.
